Yes — a Singapore Permanent Resident (SPR) can buy an HDB flat, but there are important restrictions.
Here’s the basic breakdown:
PRs can generally buy resale HDB flats only.
PRs usually cannot buy new BTO flats unless buying with a Singapore Citizen spouse.
Common eligibility rules for PRs buying a resale HDB:
Must be at least 21 years old
Must have held PR status for at least 3 years ( both applicants must fulfill 3 years )
Must form an eligible family nucleus (for example:
PR + PR spouse
PR + Singapore Citizen spouse
PR + child)
A single PR cannot buy an HDB alone.
Other key points:
PR households are subject to the SPR quota in HDB blocks/neighbourhoods.
There is typically a 5-year Minimum Occupation Period (MOP) after purchase.
If you own private property locally or overseas, you may need to dispose of it before or shortly after buying the HDB.
