Understanding CPF Housing Grants. Are you eligible?



Here’s a practical overview of the main Housing and Development Board HDB grants in Singapore, who qualifies, and the salary/income ceilings.


Main HDB Grants (2026)

1. Enhanced CPF Housing Grant (EHG)

This is the biggest and most important grant for most first-time buyers.

  • Applies to:

    • BTO flats

    • Resale flats

  • For:

    • First-time buyers

    • Families and singles

  • Maximum grant:

    • Families: up to S$120,000

    • Singles: up to S$60,000 

2. Family Grant

Only for resale flats.

  • Families can get:

    • Up to S$80,000 for 2- to 4-room resale flats

    • Up to S$50,000 for 5-room or bigger resale flats

3. Proximity Housing Grant (PHG)

Only for resale flats.

Given if you buy:

  • near parents/children, or

  • live together with them.

Grant amounts:

  • Families:

    • S$20,000 (within 4km)

    • S$30,000 (same flat)

  • Singles:

    • S$10,000 or S$15,000

1) Enhanced CPF Housing Grant (EHG)

Who is eligible?

Families

You must:

  • Be a first-timer

  • Be buying:

    • a BTO, or

    • resale flat

  • Have at least one Singapore Citizen

  • Form a valid family nucleus

  • Work continuously for the last 12 months

  • Still be employed when applying for HFE

  • Not own private property recently

Salary / Income Ceiling

Families

Household income must be:

  • S$9,000 or below monthly average gross income

If one applicant is second-timer

Then:

  • Half household income must be ≤ S$4,500

  • Equivalent total household income usually ≤ S$9,000

2) Family Grant (Resale Flats Only)

Eligibility

You must:

  • Be first-time buyers

  • Buy a resale flat

  • Have household income ≤ S$14,000/month

  • Include at least one Singapore Citizen

3) Proximity Housing Grant (PHG)

Eligibility

You must:

  • Buy a resale flat

  • Live:

    • within 4km of parents/children, or

    • together with them

  • No income ceiling for PHG

Maximum Possible Grants

Example: First-time family buying resale flat

Possible stack:

  • EHG: S$120,000

  • Family Grant: S$80,000

  • PHG: S$30,000

Potential total:

  • Up to S$230,000 depending on eligibility and flat type.

Important Rules Many People Miss

Employment requirement

For EHG:

  • Must work continuously for 12 months

  • Must still be employed when applying for HFE

If unemployed during application:

  • you may lose EHG eligibility.

Property ownership restriction

Usually:

  • Cannot own private property

  • Cannot have sold private property in last 30 months

Lease requirement

To get full grants:

  • flat lease should cover youngest buyer until age 95

  • otherwise grants may be prorated

HFE Letter

Almost everything now goes through the HFE process first.
